The urban development master plan applies to a territory whose development must be the subject of a comprehensive study owing to the interdependence on the economic, commercial and social levels of the various components of this territory.
The urban development master plan plans, for a period not exceeding 25 years, the general organisation of the urban development of the territory to which it applies.
It coordinates the development actions undertaken by all stakeholders, in particular by the State, local authorities, public establishments and bodies benefiting from the assistance or financial participation of these legal persons under public law.
The urban development master plan aims in particular to:

| 2. | To determine the new urbanisation zones and the dates from which they may be opened to urbanisation |
| 3. | To fix the general purpose of the land by determining its location |
| 4. | To determine the sectors to be restructured and/or renovated |
| 5. | To define the principles of sanitation and the main points of discharge of waste water and the places to serve as deposit for household waste |
| 6. | To define the principles of transport organization |
| 7. | To establish the scheduling of the various phases of its implementation and to specify the priority actions to be carried out, in particular those of a technical, legal and institutional nature. |
The zoning plan aims to enable the administration and local authorities to take the precautionary measures necessary for the preparation of the development plan and to preserve the orientations of the urban development master plan.
The development plan is established:
for all or part of one of the territories designated in the first paragraph of article one of
the aforementioned Law No. 12-90.
However, a development plan may only be established for part of an urban grouping
if the said grouping is provided with an urban development master plan;
for all or part of the territory of one or more rural communes, having a
specific vocation such as tourism, industry or mining.
The development plan aims in particular to delimit:

Our territorial jurisdiction covers the following prefectures and provinces: the province of Tétouan, the province of Chefchaouen and the prefecture of Mdiq-Fnideq.
